The paper identified the impact of marine services on port efficiency in the study area, the effectiveness of terminal and support base services in the Calabar port, among others. Data collection involved the use of both open and closed ended questionnaires administered on port agents, importers, exporters and other port workers and users with a success rate of 87%. The result revealed that container terminal efficiency is measured by the level of increase in inputs and throughput. It further indicated that the volume of container handled at the Calabar port is low compared to other ports and thus was revealed that expansion of the current terminal as well as depth of the quay will certainly increase the volume of container inputs and throughput to meet international standards. Efficiency of seaport is a catalyst for economic affluence of any nation. This study examined productivity level of Apapa port in pre and post concession periods, factors responsible for the productivity and efficiency in the port, and established difference in cargo throughput, turn-around time and berth occupancy. Hundred (100) questionnaires were purposively administered to Nigeria Port Authority (NPA) officials in the study area. Socio-economic characteristics of respondents and perceptions on level of efficiency, productivity and infrastructural development in the two periods were presented descriptively. Student‘t’ test was used to measure difference in cargo throughput, turn-around time and berth occupancy. Findings revealed positive changes in infrastructural development, efficiency and productivity in post concession than pre concession periods of Apapa port. The analyses of cargo throughput, turn-around time and berth occupancy showed significant difference in cargo throughput (t = 2.39, P value < 0.05), turn-around time (t = 2.97, P value < 0.05) and berth occupancy (t = 2.68, P value < 0.05) between these periods. Study recommends proper implementation and strict adherence to existing port policies to avoid operational delays, increase in infrastructural development like rail/road (intermodal) connectivity which will enhance improve productivity of Apapa port and ports with similar problems.

Performance measure is an area of interest to economist and policymakers because, major sources of economic growth and welfare improvement rely on the productivity growth. This study centres on the efficiency and productivity of Apapa port, Lagos complex Nigeria, aimed at determining the productivity and efficiency level of Apapa seaport using turnaround time, Berth occupancy, personnel strength and revenue generation as output and input index respectively. The study analysed the secondary data sourced from Nigeria Port Authority (NPA) between 2003 and 2017 using Stochastic Frontier Analysis (SFA) by the aid of STATA version 11 software. The result of the study shows that Apapa port is performing efficiently at 100% score level in year 2003, 2004, 2011, 2013 and 2014 respectively. The mean operational performance of Apapa seaport for this study were measured at 0.905694 efficiency level, implicating that Apapa seaport were operating at 0.094306 inefficiency level from 2003 to 2017, this occurred because the technique (SFA model) employed by the study considered all the random noise that were present in the variables used. The study recommended that Apapa port can improve her productivity level and overall level of technical efficiency through an adequate financing, furnishing with infrastructure, superstructure include ground handling instrument and by encouraging the private initiative.

Analysis of The Impact of Port Operations On Nigerian Economy: A Focus On Apapa Seaport

This study analyzed the impact of port operations on Nigerian economy, with a focus on Apapa port. Data sourced from Nigeria Ports Authority’s operational bulletin were analyzed using multiple regression model. It was found that gross registered tonnage of the vessel is significantly contributing to the Nigerian gross domestic product (GDP) at 0.05 significant level, and that cargo throughput and vessel traffic have positive impact on the economy but are not significantly influencing the Nigerian gross domestic product at 0.05 significant level. Vessel gross registered tonnage should be used as the basis for assessing port dues since it bears positive significance on Nigerian economy. The Nigerian government should also develop the country’s inland infrastructure of rail and water ways to facilitate swift transfer of cargo from the ports to the hinterland and improve port operations by reducing congestion both in the ports and on roads.

Transport connectivity is a crucial determinant of a nations development, the transportation sector is a strong factor in terms of economic and regional balanced development, as well as also having a great influence on national integration to the world economic market. Nigeria has a rich history of trade across seas. Ports constitute an important economic activity in coastal areas. The higher the throughput of goods and passenger's year-on-year, the more infrastructures, provisions and associated services are required. These will bring varying degrees of benefits to the economy and to the country. Ports are also important for the support of economic activities in the hinterland since they act as a crucial connection between sea and land transport. As a supplier of jobs, ports do not only serve an economic but also a social function. In terms of load carried, seaway transportation is the cheapest and most effective transportation system compared to other systems. Industries require a safe and cheap means of exporting finished goods and importing raw materials. Hence the majority of industries in the world are located in the coastal belts, in the vicinity of major ports. This paper therefore seeks to examine and analyze three policies as inherent in the Nigeria port Authority Act. INHERENT POLICIES IN THE NIGERIA PORT AUTHORITY ACT The history of world development makes it apparent that transportation is a quintessential face of man's existence, the history of man will never be complete without reference to the varying, rapid world of transportation,as it is a strong force to reckon with in the smooth running of man's continuing quest for survival, it should be understood that their exist various modus of transportation viz transportation by water, by road and transportation by air.
